It seems that UCIS experienced "major technical difficulties", resulting in ~18hours downtime on the main Dal Mail Servers. No inbound mail was delivered during this time. In theory, no mail was lost; rather delivery was delayed until service was restored.

Inbound email (from the "outside world") for POLAN users (i.e., mail ultimately for deliver to user.name@phys.ocean.dal.ca) was delayed since all mail for dal.ca is routed first via the UCIS mail gateway. Outbound email from POLAN users, as well as mail between POLAN users, should not have been disrupted during this service outage.
